I used freewebs and got a free site AND host. The builder is simple if you are prepared to play, it uses basic word processing skills. You can choose a template, import your own images and choose almost every aspect for yourself. I made my own site. I’m an artist not a techno and I think it looks great.
You can build as long as you like and save it. You don’t need to publish to the net till you are ready.

Two opposite terms….
First website i made was in 1995, when there were no tools for website creation
I still subscribe to the same policy, and it effectively holds true. If you want to create a website, learn HTML first.. see source.
I use 50webs.com for a free one. Its fast and great. Though you still have to learn some html basics.
You really have to learn html and for more beauty, css.
I use NUview. its free. But it requires html knowledge.
bravenet.com – very user friendly and has lots of cool add ons
freewebs.com
