How do u change the name of it so people can get on it. Like when you type in a website in the address bar a t the top how do u change it and make it what u want? Also how do u make it a real website people could go on? Help! Please!

You don’t. Web sites are rendered from HTML. If you save your publisher file as HTML and post it, it’s possible. However, when you save a Microsoft Office suite file as HTML, it generates some REALLY ugly HTML code – that especially includes Microsoft FrontPage.
You’d be better off learning a bit about HTML and using a standard HTML editor.
