I know that I have to learn the following HTML, SQL, PHP, and CSS. Will I need 3 months or a year to be able to be a decent website designer. I plan to learn on my own.

I made my website in a week, but from a CSS template…?
I started web design and database when one of my supported customers hired a designer who tried to charge them thousands just for the first page and they needed to get moving on it. I bought a book including html, php and mysql, which came with a disc of the Apache web server install including these. I had a production control, ordering and client database running in 1 month, at about 2 days per week. Not very pretty, but working. It is now being used for his ex-workshop manger to run the workshop from the other side of the world. And it looks a lot better now.
im not sure how long to learn them, but it took me about 1 week for mine, but learning HTML, CSS, GIMP, PHP, and JavaScript. i mean i dont know how long it took me, but it was worth it. i suggest throughing in gimp.

Have you heard of Microsoft Small Business? It’s template-based, so you don’t need to know or learn how to code. It’s extremely inexpensive. You can choose your own domain. It supports Google AdSense.
