I need a Free website development tool?

Does anyone know of a free website creation/development tool that’s easy to use?
I guess I should have specified, this isn’t for me, it’s for a friend that doesn’t have time to do a website from scratch. I’ve always did my html from notepad. I even did my perl in notepad.

I’m having him check them out. Thanks for all the advice.

You can use Microsoft Frontpage which usually comes with the Microsoft Office package. But you should be warned, free development tools are usually crap. They produce crap HTML code and you’ll find your site does not look the same in Internet Explorer as it does in Firefox, or Netscape, Opera, etc…

could you be a little more specific?

anyways, maybe a web development framework could help you, try searching for:

Ruby on Rails (easy to use and multiplataform)

OpenACS (a little harder to get going, but once installed you can do so much with it, try it at:)
