How do you make a website accessible to the blind?

This is not a joke or making fun or blind people. I can’t imagine how to make a website accesible to the blind, I just thought of this. I saw an article that target is being sued for not making websites accessible to the blind and I thought are there any sites that are accessible? Audio? Most websites don’t have audio and I have never seen a computer screen you could read with your hands.
So is Target being sued for something they cannot help? Sounds to me they can’t make it blind accessible but they are being targeted by th eblind. Should all websites be sued then, cause there are alot of them.

This is not done by the website itself.

The blind person needs a computer system set up that converts text to sound. There are specialized applications for the blind that do just that.

There are rudimentary technology currently available from reading what’s on the screen to enlarging the fonts on the screen, but it is still quite limited. One can dream of the day when the monitor allows for braille (bumps on the lcd surface), or mouse that could automatically move horizontally or vertically as required (for reading) so that one does not navigate diagonally across the screen!

Admittedly, websites are not created for blind people. But I suppose when blindness (or other disabilities) is factored in, you could well expect a slightly different layout – perhaps less visually captivating as with practicality and ease of assessing its contents.

Make sure all the images on your website include ‘alt’ tags – these will help the end-user. For more information, please check here:
