Opening my web page to change it.?

I recently had my computer reformated, now it wont open my page builder and I need to change my web page (geocities). It’s not even telling me why it wont open.
When I click the page I want to change the page builder tell’s me to wait a few min if I have a modom. Well I wait for hours with nothing happening, this never happened before and I have always had a bell modom

    This has happened to me before. You need to go Control Panel, Systems, then to your hardware manager and find your ethernet card. Go to the settings or properties for that and change the speed. It should give you options like 10 or 100, etc. Select the lowest one. That should fix the problem.
