This is because a blocked website is blocking specific users, or specific IP computer addresses.
The blocking can also originate from a user’s computer software or firewall that decides if a site chosen is safe or not.

there are a lot of free ones out there if u want to look at those.
i do not know the coding for it exactly, but all you really have to do is make a text box for the person to enter a url. it would then set that url as a variable. when u press enter, the script would trigger a popup, but force it into a frame instead of opening a new window. the url would be “yoursitename” + the variable set by the user.
