I no nothing about web design, but want to do it myself, so how can I build a website that millions of people can access? I want it to be rich in content and color without looking cheap and slow. What are my options?

Going to look cheap if you don`t have knowledge. Wait till you see browser bugs too. If its free its cheap no?

Do not ever listen to people who tell you you can’t do this yourself. There are thousands of professional websites out there created by people with little to no web design experience.
You’ll want to take a look at the WYSIWYG simple web design programs. One of the most popular and well-reviewed among these programs is Sandvox for Mac OS X from Karelia Software (http://www.sandvox.com).
