I need to build a simple website fast and I am horrible with html. What is an cheap or free program to use? I’ve used frontpage in the past but I don’t have it and don’t have the funds to purchase it.

Download a trial version of Macromedia Dreamweaver 8.0. Everything is visual and they have a bunch of templates for you.
I also started with Yahoo Sitebuilder but after you get even a little more advanced you’ll discover that Dreamweaver is alot more robust.
Log on to netscape.com and download their free web browser. Within the Netscape browser is an excellent web authoring tool called “Composer,” which is a very intuitive webpage builder.
