Buiding and hosting are two completely different things.
Building is for designing the website using images, rollovers, flash, JavaScript, etc.
Hosting is a provider who stores and runs the website at your domain. There is free hosting, but that does have limited storage unless you want to pay for more space. Most will be ad-free, unless your site is on a search engine like google, anglefire, lycos, etc. all of them require that they have adds or banners at the top of the page.
If you want your own domain you also have to pay for that in yearly increments.
Not many things besides websitebuilders come free with the requirements you are asking. Sorry!
Check with your Internet Service Provider to see if they offer hosting with your plan. It’s not free, but you’re already paying for it so it won’t cost you anything more. There will be space limitations, of course. I don’t know of a site where you pay for hosting that doesn’t offer limitations on space.
As far as a web builder, there are several WYSIWYG programs for that. I don’t use them, but have heard this is a good one:

A really good one that’s free for 15 days is called sitespinner. Do a Yahoo or Google search for it.
Create an account at google. I haven’t tried it because i’m sorely a notepad guy but give it a whirl.
